Job Description Program Manager Department: Sustainability Qualification: Bachelor's Degree in Civil Engineering or Electrical Engineering Language Requirement: Fluency in French is mandatory. Job Overview We are looking for an experienced Program Manager to oversee and manage the Elephant Monitoring and Management Programme. The role involves managing electric fencing infrastructure, coordinating surveillance and field operations, implementing mitigation measures, and ensuring effective programme execution. The incumbent will be responsible for leading multidisciplinary teams, coordinating with technical experts and external stakeholders, monitoring operational performance, and ensuring compliance with quality, health, safety, environmental, and social standards. Key Responsibilities 1. Electric Fence Maintenance & Infrastructure Management • Plan, organise, and supervise teams responsible for the maintenance of electric fences and other elephant mitigation infrastructure. • Oversee electrical maintenance, vegetation management, and other activities required to ensure the proper functioning of fencing systems. • Ensure that fencing infrastructure adheres to established technical specifications, engineering designs, and organisational guidelines. • Identify technical gaps and recommend improvements in fence design, specifications, and maintenance practices. • Monitor and document fence-related incidents, damages, and breaches to support continuous improvement of infrastructure and mitigation measures. 2. Surveillance & Field Operations Management • Establish and manage surveillance and patrolling teams across designated areas to monitor fence conditions and identify potential breaches. • Develop and implement daily patrol schedules to ensure effective coverage of all fenced areas. • Establish rapid response procedures to address fence breaches, damage, and elephant intrusion incidents. • Ensure field teams have the necessary equipment, resources, and training to carry out surveillance and response activities safely. • Develop and maintain an online reporting and monitoring system to track fence conditions, damages, completed works, and planned maintenance activities. • Coordinate specialised teams responsible for safely managing elephant movements and preventing human-elephant conflicts. 3. Research & Technical Coordination • Coordinate with human-elephant conflict specialists, research institutions, NGOs, and other technical partners for research and development initiatives. • Facilitate data collection and research activities to understand elephant populations, behaviour, movement patterns, and habits. • Identify opportunities to improve existing mitigation strategies through technical research and scientific findings. • Incorporate relevant research outcomes into fencing designs, technical specifications, and operational practices. • Support knowledge-sharing initiatives and the dissemination of research findings through relevant national and international platforms. 4. Team Leadership & People Management • Lead and coordinate engineers, technicians, surveillance personnel, and field teams involved in programme implementation. • Participate in recruitment, performance assessments, and evaluation of technical and operational personnel. • Identify training and development requirements and coordinate with HR and senior management for implementation. • Monitor team performance, productivity, and operational effectiveness. • Recommend promotions, career advancements, and corrective or disciplinary actions wherever required. • Ensure adherence to organisational values, policies, and professional standards. 5. Quality Assurance & Programme Reporting • Establish and monitor quality objectives to ensure effective implementation of programme activities. • Ensure compliance with quality management systems, operational procedures, technical specifications, and documentation requirements. • Review, update, and approve procedures relating to the Elephant Monitoring and Management Programme. • Conduct periodic reviews to identify operational gaps and implement corrective and preventive measures. • Monitor programme performance and ensure effective utilisation of resources. • Prepare and submit weekly reports to senior management covering operational progress, incidents, maintenance activities, challenges, and planned interventions. 6. Health, Safety, Environmental & Social Compliance • Ensure implementation of organisational policies and standards relating to health, safety, environmental protection, and social responsibility. • Monitor compliance with safety procedures across field operations, maintenance activities, and infrastructure-related work. • Identify potential environmental, operational, and safety risks and implement appropriate preventive measures. • Coordinate environmental improvement initiatives and recommend measures to enhance sustainability. • Ensure that employees, contractors, and subcontractors follow established EHS and social compliance requirements. Required Qualifications & Experience • Bachelor's Degree in Civil Engineering or Electrical Engineering. • Relevant experience in programme management, infrastructure management, engineering operations, or project management. • Experience in managing multidisciplinary teams, contractors, and field operations. • Strong understanding of engineering infrastructure, electrical systems, maintenance operations, and technical specifications. • Experience in project planning, resource management, operational monitoring, quality assurance, and reporting. • Knowledge of health, safety, environmental, and social compliance requirements. • Strong leadership, coordination, problem-solving, and stakeholder management capabilities. • Fluency in French is mandatory. The candidate should be able to communicate effectively with French-speaking stakeholders and teams.
